Professor Ireland informs me that he will probably revisit Hongkong in October, 1903. If he does, I am of opinion that it would be well to engage him (1) to index the books in the Library in the Council Chamber and draw up a scheme for the arrangement and development of the Library. In its present state the Library is worthless and (3) to index the records in this Office as from the 1st January, 1901, and draw up a scheme according to which such indexing shall be carried on in the future.

The system hitherto followed is very faulty and an enormous amount of time and labour is wasted in searching for documents which under a good system ought to be found at a moment's notice.

For the work I have indicated I think an honorarium of $100 might suffice, and I suggest that the Secretary of State be asked to sanction such sum being expended next year on the work above indicated should Professor Ireland return to the Colony.

Professor Ireland has made a special study of indexing and could evolve a better system than any amateur would be likely to devise.
